Developer's guide

This guide is trying to set up the necessary rules for developing the FASTEST project by several developers.

The important issues that it covers are questions of maintaining of the code, its directory structure, rules for using the Concurrent Version System (CVS), questions of the code design like code structure, declaration styles, file splitting, etc.
